A statewide modernisation of 40 plus police training courses into a cohesive, interactive, and fully accessible learning experience that elevates engagement and standardises quality across every module.

The Challenge

PATROL required a complete redesign of its catalogue of more than 40 online courses delivered to police officers undertaking annual CPD training across the state.

The existing courses needed to be migrated to a new LMS while simultaneously modernising the layout, structure, and overall learning experience. Beyond technical migration, the goal was to standardise training quality, strengthen engagement, and ensure officers remained actively involved in legally critical topics such as consent searches, Miranda rights, vehicle searches, and use of force.

Accessibility was a mandatory requirement. All courses needed to meet AA standards and function seamlessly across desktop, tablet, and mobile devices.

Our Solution

eLearning Solutions partnered with PATROL SMEs to redesign and rebuild the entire catalogue into a cohesive, modern learning suite.

We developed a standardised master template to ensure consistency across all 40 plus courses, while allowing for tailored modifications to meet each module’s specific learning objectives. The new design delivered a clean, contemporary interface that improved usability and visual clarity across the platform.

To elevate engagement and real world relevance, we incorporated:

  • Cinematic video scenarios reflecting authentic policing situations
  • Branching decision pathways that simulate legal and operational consequences
  • The “You Be the Judge” feature, placing learners in investigative and legal decision making roles
  • Custom interactive simulations, including vehicle searches, locating concealed weapons, and conducting interrogations
  • Interactive elements such as hotspots, flip cards, and accordions to encourage active exploration


Full text audio narration was integrated throughout to support diverse learning preferences and strengthen accessibility. All modules were fully responsive and reflowable, ensuring officers could complete their training effectively on any device.

The Outcome

The redesigned catalogue delivered a consistent, modern training experience aligned to statewide standards.

Officers responded positively to the updated layout, improved usability, and increased interactivity. The immersive scenarios and decision based activities helped transform mandatory CPD from passive content consumption into meaningful, applied learning.

By combining standardised design with high impact interactive elements, we supported PATROL in strengthening engagement, reinforcing critical legal knowledge, and delivering accessible, scalable training across the state.
